I think, to save water and energy, water and energy company could set a limit of how much water and energy you could use per month. If you reach your limit, either your power or water shuts off. every person would get a little meter that would glow red if you were nearing your limit. To get more water or energy, you would have to plant a tree, or do something like that. This would encourage people to turn off light when they leave a room, turn off water when they brush their teeth, and things like that. People need to understand how little things like that get bigger and bigger.
