The first amendment of the United States of America's Bill of Rights states that we have a freedom of speech. But what does that mean? It's meaning can have such a wide range, from writing your opinion on a blog, to saying what you think about our country's government. But does that mean that as citizens of America that we can say whatever we want (not including profanities)? Technically, yes. That does not mean, however that you should. You still should follow the golden rule of treating others how you want to be treated, and should speak kindly about and to others. So, really, you can have an opinion and say what you want, but manners do still exist.
